SEARCH FOR EFFECTIVE INSTITUTIONAL PRACTICES OF POLITICAL PARTIES IN THE CONTEXT OF EXTERNAL AGGRESSION

Abstract

The article provides a comprehensive analysis of the problem of forming and implementing effective institutional practices for political parties in conditions of external aggression and systemic problems of domestic development. It shows that modern security challenges are radically changing the institutional environment of party activity, transforming the boundaries of political competition, mechanisms of political representation, and the nature of interaction between political parties and the state. It is argued that in conditions of external aggression, political parties are subject to a double impact: on the one hand, they are forced to adapt to extraordinary restrictions and perform a stabilizing function in the political system, and on the other hand, they must maintain their ability to represent interests, internal institutionalization, and adherence to democratic standards of activity. It has been proven that the combination of external threats with chronic internal dysfunctions, such as low levels of intraparty democracy, personalization of the political process, and instability of organizational structures, significantly reduces the institutional capacity of political parties and complicates their performance of basic functions in the political system. It is emphasized that effective institutional practice of political parties in crisis conditions cannot be reduced to formal loyalty to the state or situational political mobilization, but must be based on the development of internal organizational mechanisms, programmatic accountability, transparency of activities, and sustainable channels of communication with civil society. Key areas for finding effective institutional practices for political parties are identified, the implementation of which can increase the adaptability of political parties to the crisis environment and contribute to maintaining the stability of the political system and the prospects for democratic development of the state
