FINANCIAL-POLITICAL MECHANISMS AND COORDINATION OF UKRAINE'S RECONSTRUCTION

Abstract

Financial-political mechanisms and coordination of Ukraine's reconstruction The article provides a political science analysis of the transformation of financial-political mechanisms for Ukraine's reconstruction in conditions of full-scale armed aggression. It is substantiated that in conditions of existential challenges, the financial stability of the state is transformed from a purely economic category into a fundamental factor of national security and institutional legitimacy. Using the conceptual principles of risk theory, the author reveals the transition from "external" risks caused by the inertia of traditional international institutions to the management of "man-made" risks. The latter require the introduction of innovative minilateral formats, "resolute coalitions" and network governance structures. The evolution of the international coordination architecture is studied, in particular the role of the Interagency Donor Coordination Platform and the updated sectoral working groups (SWGs). It is found that these structures ensure the transition to the “Country-led recovery” model, where the key challenge remains the balance between donor conditionality and national sovereignty. Special attention is paid to digital transparency as a tool for legitimizing recovery. The integration of the DREAM ecosystem into MDCP processes is seen as a transition to “algorithmic accountability”, replacing traditional bureaucratic trust with verified data. Analysis of the internal financial architecture and activities of international financial institutions demonstrates the formation of a strategic symbiosis of internal anti-crisis policy and external support. It is proven that financial assistance acts as a tool of “soft power”, stimulating the systemic institutional transformation of Ukraine, its adaptation to the standards of the Acquis Communautaire and preparation for full membership in the European Union. The article emphasizes that the success of reconstruction depends on the state’s ability to combine operational survival tactics with a long-term modernization strategy within the framework of multi-level governance
